When you visit a page that uses a plug you don't have (ie: flash, if you don't
have it) a dialog box opens, telling you that you don't have the plugin, and
asking you if you want to download it.  In addition to the OK/Download and
Cancel buttons, I'd really love a 'Never ask me this again' button.  It's really
annoying to keep getting the notification when pages load.

Reproducible: Always

Steps to Reproduce:
1. Visit a page that uses a plugin you don't have.
2. Notice message about missing plugin.
3. Repeat.
4. Notice messasge always displays.



Expected Results:  
Asked if I wanted to hide the popup forever.
