22902 - [PP] turn on the dowload new headers dialog

I recently added the "dowload new headers" dialog, but right now, it will only
pop up on windows and linux, not the mac.

this bug is to track that and make sure I turn it on for all platforms.

note, the dowload new headers is finished yet, so don't worry about testing it
yet.

I think that Seth means "not finished yet?".

Since Seth said that this dialog has not finished yet, so I am not going to test
this dialog functionality or open any new bug for this dialog.
But, Seth, I did check this dialog and found that this dialog can be resized
from the Linux, but cannot be resized from the Windows...please also check it if
you have time. Thanks.

this dialog now shows up on mac.

the dialog is far from complete and working, I'll send mail out once it works.

about the resizing, that's a larger bug (a PP toolkit bug.)  I'm sure it's
already logged against danm or pavlov.

Used 2000-01-14-15-M13 commercial build.
"Dowload new headers" dialog is displaying on the Mac platform now.
