Details
Many newsgroups have guidelines that specify reply-below. A few have guidelines
to reply-above. Since not everybody follows the guidelines, there should be an
option to move a reply above to a reply below as the message is received (and
vice-versa). For instance:

> filler text b

becomes
> >
> > filler text a
> >

> filler text b

The default seems like it should be 'reply above.' In general, people will want
to read the new text in a mesage that is replied to, and not have to scroll to
see what was just written.

I have found that preferences used to control the position of the response message and signature relative to the quoted text do not function. Every reply email I generate in TB v1.5.0.5 defaults to placing the insertion point below the quoted text, much to my consternation, and despite the configuration setting in the Account Settings dialog.

This bug is back in build 2.0.0.9 (20071031)...
The reply window is once again placing the reply insertion point at the bottom of a message irregardless of the settings in Tools->Account Settings->Composition and Addressing.

Sorry; Bug#223851 (closed "INVALID") pertains to signature placement. Also, Bug#218258 is loosely relevant and should be considered if this enhancement is ever implemented.
