Adding a news server via news: does not create a new account.

Reproducible: Always

Steps to Reproduce:
1. Go to http://www.php.net/support.php
2. Select the link to news://news.php.net/ under "Newsgroups".


Actual Results:  
An attempt is made to subscribe to a newsgroup.

Expected Results:  
A new newsgroup account should be created.

I see what the reporter sees.  I did find bug 108948 which is a a news URI
tracking bug
