If you click on a link that opens in a new window (target="whatever") and the
page has not completed loading, the popup blocker will block it. The following
link is a test page with a 1.71 MB blank bitmap and a link to mozilla.org. Click
the link before the bitmap has finished loading, and it will be blocked by the
popup blocker.
