xpfe\global\resources\content\bindings\popup.xml sets the default namespace on
<content> to xul in two places but leaves <content> in the xul namespace instead
of using xbl. 

Same deal with toolkit\content\widgets\popup.xml

We don't actually use this stuff, whatever it's for, but that's no excuse for
it being invalid xbl :-)
