Add a Toolbar button to activate the Download Manager (if not already open) and
bring it to the front with focus.  The button can be off by default and
available through toolbar customization.

Reproducible: Always

Steps to Reproduce:
1.  Activate Download Manager
2.  Place Download Manager in background.



Actual Results:  
Need to use Window menu to bring download manager to front.

Expected Results:  
Provide one-click access to Download Manager via custom Toolbar button.

Yes. We should have this.

Jasper - if you make an icon for this and attach it to the bug (ready to check
in), I'll write the code for this.

I don't think this should be part of the default icon set, but it should be an
option. This is an easy one to knock off of our list.
