229985 - Clearing cache in Firefox doesn't cause the site icon to reflect changes

Description

Create a favicon.ico and then go to your page in Firebird. Then modify the
favicon in an icon editor. Then reload the page. It remains the same in
Firebird. Clear the cache in Options. It still remains the same. In Mozilla, it
changes. I don't know if this is an issue with cache or if its an issue with the
preferences of Firebird. I chose here first since you will probably know for sure.

Restarting the browser made the favicon change.

to firebird, then... at a guess, clearing the cache doesn't clear the memory cache.

With all the favicon handling changes since this bug was filed, it's highly
unlikely it still exists in its original form.  This bug is almost certainly WFM
in 1.0PR (PR had the favicon changes, didn't it?) and later, but someone needs
to check.

Favicons are now stored in bookmarks.htm, so this is probably now a bookmark bug.

Favicons aren't stored in the chaceh (anynmore), so clearing the cahce doesn't
work at all.

This bug is in direct conflict with bugs like bug 117895.

filter on "beltznerLovesGoats" to get rid of this mass change
