The options to quote the original message and where to start the reply (above or
below the quoted text) do not appear in this version of Mozilla. 

Reproducible: Always

Steps to Reproduce:
1. Sleect Edit
2. Preferences
3. Mial & Newsgroups
4. COmposition

Actual Results:  
The option to quote on not quote the original text and where to place the reply
do not appear

Expected Results:  
There should be an option box to quote the original message when replying and a
box to select where the reply would be in relation to the quoted text

This preference is now specifiable on a per-account basis:
