"Install font" popup whereas fonts are correctly displayed

Well, i got an "Install font" popup when browsing on some websites containing
japanese or chinese characters... but in fact these characters are correctly
displayed.
So i don't understand why i got this install font popup, saying (for example):
"To display language characters correctly, you need to install the following
components :
Japanese Text Display
Use the Regional Options Control Panel to install these components."
But they ARE displayed !!!
Moreover, they are also displayed using IE 6 and in the SAME character size.
But IE don't show any font popup or so one.
I have looked in the Regional Options Control Panel (of windows) and i only have
the default language parameter "Western Europe & USA" (i don't know exactly
the name as i got a french system).
But i got NO POPUP when i go on some korean websites. These are also correctly
displayed.

Steps to Reproduce:
1. Go to http://www.avexnet.or.jp/ayu/
Actual Results:
You got an "Install font" popup saying you should install "Japanese Text Display".
BUT The japanese characters are correctly displayed on the webpage.
(I will post a screenshot this afternoon)
Expected Results:
No popup, as the characters are correctly displayed.
I precise i have NOT installed special japanese fonts or others special fonts,
as in the title bar, the characters are NOT displayed correctly, they are
displayed as squares, and (i suppose) it is NORMAL, because the title bar is
managed by Windows and NOT by Mozilla.

I also use View > Caracter coding > Auto-detect > Universal
So i'm sure that the particular charsets are automatically detected
It always works, as for the first japanese website mentionned above, i got
"Japanese (Shift_JIS)" selected in the View > Character Coding menu.
I've also noticed that once you click OK on the Install font popup, you never
get it until you restart Mozilla, meaning that when you refresh the page you
were going on, or another website with the same charset, you don't get the popup.
You can see the popup and in the background, the website with japanese
characters, which are... correctly displayed.

Can you try again with 1.6b ?
Well for all the japanese websites i've posted before, there is no more popup.
But the popup still appears with the two chinese websites.
(The 1.6b is use is Mozilla/5.0 (Windows; U; Windows NT 5.0; en-US; rv:1.6b)

The problem is back with the japanese websites, and still here with the chineses.
