230228 - Buglists for approval/blocker-flags on the Release Status page should include FIXED bugs

Currently the buglists for the approval and blocker flags on the Release Status
page only include open bugs. This is bad, because after a branch for the next
release is created most bugs are fixed on the trunk first and thus marked FIXED.
Only after this approval is requested typically. Also a blocker may be fixed in
the trunk first.

If drivers rely on this page for release management (I don't know if they do),
some bugs may get unnoticed. I reopened bug 131470 because of this.

Looks like this is corrected now. The only thing left is that the link on the
release status page still speaks about "open" bugs, while the queries infact now
include resolved bugs.

Sometimes a bug is fixed on trunk but not on branch. So a resolved bug may be "open"
