Details

Look at any bug in bugzilla. This one will do. Resize the window so that the
Component popup menu is partially obscured by the right edge of the window.
Click on the popup menu. The window will scroll and the popup will be in the
wrong position. The problem seems to be an overeagerness to scroll the
"selection" into view. That's my guess.
