23073 - [beta]Can't install Seamonkey on Win2000 machine

I cannot install the 4 Jan 2000 commercial build on a desktop machine running
Win 2000 SP 2 (build 2128)

Steps

1. Download seamonkey32e.exe and run installer
2. Choose Typical
3. All files appear to download correctly
4. During the middle of the install phase the following error appears:
"-208: Error occured during installation"
5. The install progress dialog says "Filename <blank> File count: 826"
6. After this I have to quit the install

We should be able to run on Win 2000 by Beta 1.
