23088 - URL Dispatching doesn't set history/location right

The history and/or location abr are not set when a page is opened in the browser
window by URL dispatching.

To reproduce:
1. Go to http://www.mozilla.org/
2. Click a link, e.g., the "At a glance" link in the navbar on the left
3. Open MailNews window
4. In the "Welcome to Mail & News" window, click on "release notes"
5. The M12 release notes page is loaded in the browser.  Location bar still says
"www.mozilla.org/mozorg.html". Now click back.

Actual result: We're back at mozilla.org
Expected result: We want to be on the "At a glance" page.

:-)  Sometimes, it's really hard to figure out what words will be used when bugs
