the "--" does not appear when inserting signature above the quoted text when
replying to an email.  The double dash DOES appear when inserted after the
quoted text, and also when composing a new email.

Reproducible: Always

Steps to Reproduce:
1. set signature preference to insert above quoted text
2. reply to an existing email
3. double dash will be missing

Actual Results:  
no double dash

Expected Results:  
inserted double dash

The link in Comment #1 justifying not fixing this is from 2003.  This bug should be revisited.

We're in 2012, and this issue is still unsolved. Why WONTFIX?

Workaround:

1. set mail.identity.default.suppress_signature_separator to false;
2. Add the "-- " to your html signature file.
