"Internet Preferences" not available in 10.3, so the default browser and download location can only be set via Safari

Because there is no "Internet" in the System Preferences in 10.3, the only way
to set Camino as the default browser is via Safari. The same issue occurs with
setting a default download location and home page. This will be an issue if
users do not have Safari installed.
Once the defaults are set in Safari, they appear to be respected in other apps.
Reproducible: Always
Steps to Reproduce:
1.Open Camino preferences/Navigation
2.Click "Open Internet Preferences" button
3. Observe that the now-open ".Mac" panel has no way to change default browser,
home page, or download location
Expected Results:
Put in explicit ways to set the default browser, home page, and download location
