When selecting filter criteria, Label is not an option to match against

Reproducible: Always

Steps to Reproduce:
1. Go to Tools|Message Filters...
2. Press 'New'
3. Left dropdowns do not include 'Label'

Actual Results:  
nothing

Expected Results:  
Provided 'Label' as a criterion to match against

This is such a simple thing, yet it would be so useful!  Can we please have this
feature?

On a side note, why can't I vote for this?

It is also impossible to search by label.

It should be possible to search or filter by anything that can be displayed as 
a column in the mail message list pane.
