How nsIDOMXULMultiSelectControlElement interface can be implemented? I guess it can be implemented by using nsITreeSelection interface. Is there other way?

Yes, it should be just a wrapper for nsITreeSelection

I don't think anyone is going to work on this given the plan to remove the XUL "tree" widget (bug 1446335).
