When I go to editflagtypes.cgi, and I attmpt to Include a specific Component with the __Any__ product, I get "A component was selected without a product being selected." as a ThrowCodeError. It was my (the user's) fault, so it should be a ThrowUserError, shouldn't it? -M
No, because Bugzilla shouldn't even let you pick a component if you have the __Any__ product selected.
Ah, okay then. Then the problem is this: On today's cvs-tip, I can go to editflagtypes.cgi, and without choosing a Product at all, I can choose the Components of any Product. -M

I haven't looked at the code, so I don't know how easy this would be ... but ... Being able to select _Any_ product and a component to include/exclude would be a great help to our use of Bugzilla. We have some common component names that are used for particular purposes, and being able to include flags for only that component across all products - or exclude - would be very beneficial.
