While saving opened pages download progress dialog sometimes shows the download
is complete sometimes not. The download is really completed (the page has been
opened before). If trying to overwrite the files by saving the page for the
second time, the dialog shows "download is complete" for each time.

Reproducible: Always
Steps to Reproduce:
1. "keep this window open after download is complete" should be checked
2. open some page
3. save it to the disk

Actual Results:  
Sometimes the dialog shows completition, sometimes not

Expected Results:  
If download is complete, the dialog should show it.

wfm. Reporter, is this still a problem for you in a recent Moz build, and can
you supply us with a test URL?

There are no problems in last builds, at least 1.7 rc2 and rc3.
