At the bottom of the index page there is a counter generated on the server that
will not display. The ALT tag is displayed instead.
Reproducible: Always
Steps to Reproduce:
1.goto http://www.nctriaa.org
2. Done.

Actual Results:
No Counter image is displayed
Expected Results:
Display a graphical bitmap generated by the server
also the URL
http://www.nctriaa.org/cgi-bin/counter.pl?counter-index.txt
prompts a download instead of displaying the image

please try a more recent nightly build and re-file if it still happens.
