232395 - Dragging toolbar set from Download Manager to browser toolbar will delete it

Expected Result: Dragging a toolset from Download manager's window to the
browser toolbar should be ignored
What I got: The browser toolbar content is removed and toolbar appears blank.

This is a bizarre bug which really shouldn't be allowed

Steps to reproduce:

1) Open DL manager window 
2) Select View customize toolbar
3) When toolbar sheet appears, click and drag the default set from the sheet and
drop over the browser window's toolbar.
4) Notice the browser toolbar contents is removed competely leaving a empty one.
5) This problem also happens if I drag n drop the browser's default toolbar set
to the dl manager's toolbar.

i honestly don't think we can do anything about this. recommend WONTFIX rather
than future.
