when selecting a message for display, the mail attachment will downloaded
automatically. on a slow connection this download leads to a long and
unnessessary delay until you can read your message. in a lot of cases you do not
want or need to see this attachment, so it should be an option (configurable) to
download an attachment when opening a mail or when selecting an attachment file
for download within an opened mail.

If the server's IMAP, we can (in theory) request the different parts of a MIME-
encoded message separately, I think.
On POP3, we've no choice but to retrieve the entire message.

In any case, this should be severity enhancement, vice a bug.

This request is for IMAP only.
It should be possible, for example the Solaris CDE email client dtmail can
handle mail attachments in this way.
