The body tag specifying bgproperties="fixed" does not work in an iframe, instead
tiling the background image and inserting several lines of whitespace in between
tiling.
Reproducible: Always
Steps to Reproduce:
1. Go to URL
2. Click Assignments
3. Observe problem
Actual Results:
Background not fixed
Expected Results:
Background should be fixed; IE displays it fine.

this is not limited to iframes. there is no bgproperties value in HTML 4.01.
