fontEncoding.properties file is necessary for MathML and some complex script
rendering in 'Xft' build.
Currently, properties files for MathML are commented out with a note that
they're necessary for MathML. A similarly commented-out line should be added to
basebrowser-unix.

It'd be nice if the package list could be automatically generated from
Makefile.in. Falling short of that, at least we have to add a note (like this)
so that embedders can manually include the file if they build with
'enable-xft'.
