My first install. Firebird gives "connection refused" message for any and all URLs

Will not display ANY website, including this one.  I am using a DSL connection 
thru a local home LAN (Speedstream).  Everything works fine with IE and NN 7.0. 
Tried plain vanilla download of the zip file and then the windows installer. 
Same result. Rebooted twice. No help. IE and NN are not using any proxy 
connection, AFAIK.
