I'm using Mozilla 1.6 Chinese version
When I enter some words in the location bar and press the [down] button, It
seems like this:
ÔÚGoogle (CN)ÖÐËÑË÷ ¡±whatever¡°
the order of the two double quotation marks is wrong.

Reproducible: Always
Steps to Reproduce:
1.type whatever in the location bar
2.press the [down] button

Actual Results:  
It seems like this: ÔÚGoogle (CN)ÖÐËÑË÷ ¡±whatever¡°

Expected Results:  
It should be: ÔÚGoogle (CN)ÖÐËÑË÷ ¡°whatever¡±
The english version uses straight up and down quotes.  When I d/l  Mozilla 1.6
zh-CN tar.gz version, I get the quotes in the wrong order.
