It took me a while to figure out what was going on here. If you click (not press) off of the thumb in the scrollbar area but not on the arrows and the thumb of the scrollbar moves under where the mouse pointer currently is then the scroll bar triggers repeatedly until it hits the other end of the page of the page even though the button is not pressed. It is though it slips into the behavior that I would expect if I pressed (not clicked) the mouse button in the area between the thumb and the arrow indicating that I wanted to keep scrolling that direction until I let up the button even though the thum might have moved beyond where I am pressing the mouse cursor.
