In network configuration setup the modem can not be deactivated after it activated
because it still indicate inactive state. 
This is Fedora Core 1 problem. RedHat 9.0 works fine. I used Linux for dummies
DVD to install Fedora Core 1. 

Reproducible: Always
Steps to Reproduce:
1.Go to network configuration. The modem is in deactivated state first.
2.Activate the modem. The connections is astablished but the modem indicates
still inactive.
3.You can not deactivate the modem because it indicates inactive even the
connection is alive.

Actual Results:  
Modem is in inactive state all the time.

Expected Results:  
Modem should show active when activated.
