The Popup Notification window you get when a size has a unrequested popup has a
sample of the statusbar. The widget in that sample allows the notification
window to resize once you click on it.

Reproducible: Always
Steps to Reproduce:
note to Reproducibility: it happens everytime when you get the notification
window. Sometimes this window isn't shown anymore!

1. Go to a site with popups (like: http://www.studentenenquete.tk/ )
2. Move the mousepointer over the widget in the middle of the window
3. Resize the window by dragging the widget

Actual Results:  
Pointer becomes a 2-headed arrow (Windows) and notification window resizes

Expected Results:  
Nothing
I think this is a duplicate of Bug 184350.
