23368 - Starting app gets missing dll dialog

The dialog says:

The procedure entry point ??RnsCreateInstance@@UBEIABUnsID@@PAPAX@Z could not be
located in the dynamic link library xpcom.dll

The console says:

*********

Please note that I'm using build 2000010609 from sweetlou and that I never
install java or the spell checker.

Did you delete your previous installation before installating the new one. That
is usally the cause for this error.

Actually, just the opposite.  I've been installing on top of the existing one
since the beginning of the dogfood push.  Is it possible I have an evil DLL
sitting there that's not getting deleted or something like that?

That is the problem. Never install a new install without deleting the old one.

Open this if it still persists.
