234114 - Profile manager should close Fx or display a warning when Fx is already running

If the profile manager is started when Fx is already running (using the profile
manager shortcut in the start menu), all that happens is the opening of a new
browser window. This is confusing, especially for people who are directed to the
profile manager from the support forums or some support sites. 

It would be better if the profile manager was able to recognize this, and
automatically close all opened browser windows (obviously, this would require a
confirm button to prevent inadvertent dataloss).

A quick (but dirty) work-around would be to display a page in the newly opened
browser window that tells the user to shut down all Fx windows first and _then_
open the profile manager.

Tested on Windows 2000 with Mozilla/5.0 (Windows; U; Windows NT 5.0; en-US;
rv:1.7) Gecko/20040626 Firefox/0.9.1

I checked firexfox -P doesn't work if a Firefox version is active. It opens a
new browser window.
When I close all windows and repeat firefox -P it starts the profile manager.

This seems to be the same as Bug 99828, since that's listed as a Core bug I'll
dupe against it.
