Click on any menu item (ie "File") using mouse.  move mouse to an item (ie "Send
Page").  now, click on the up arrow on the keyboard.  the highlight does not
cycle all the way through the menu items.  the same thing happens when you click
the down arrow on the keyboard.

Reproducible: Always
Steps to Reproduce:
1. Click menu with mouse
2. Move mouse to an item somewhere on list such that it's highlighted
3. Click on the up arrow key on keyboard to cycle through all items.

Actual Results:  
not all menu items are traversed.

Expected Results:  
traverse all items.
