Why?
What 'rules' are there for this file? Why do you "translate" localisations like 
ä into something wrong in this file?
This should all be dokumented.

This issue may well be fixed by bug 170213.

Preliminarily moving all docs bugs to 2.18, we should make a valiant attempt to
have the docs as up-to-date as possible when 2.18 releases.

No response from the reporter on clarification request from February, assuming
this was probably fixed in bug 170213 as per comment 1.

clearing target on INVALID/WONTFIX/WORKSFORME/DUPLICATE so they show up as
untriaged if they ever get reopened.
