You can tab from the URL field to the Google search box, but you can't shift-tab
back as you could in previous releases

Reproducible: Always
Steps to Reproduce:
1.start in URL bar
2.press tab to move to Google box
3.press shift-tab to go back to URL box, but nothing happens

Actual Results:  
Nothing happens

Expected Results:  
The cursor should move to the URL box

I cannot tab to Google bar from url bar.

I can tab from the address bar to the search bar, but shift+tab in the search
bar does nothing.

This worked in Dec 2 builds and stopped working in Dec 3 builds.  It might have
been caused by Ben's fix for bug 171606.
