Mouse cursor over non input or non select text is wrong

Details
If you go into the Preferences and hold you mouse cursor over the "Default
Fonts" text fx. the mouse cursor will change from an arrow to a virtical line,
which is wrong since it's not possibel to select anything here.
The same thing happens all over the prefs when moving the mouse over text.
In Netscape 4.7 the mouse cursor doesn't change which is the correct way of
working.
