Steps to reproduce:
1. In MailNews, select Tools|Message Filters...
2. Click the New...-Button

Result:
The Filter Rules dialog is opened, but the first filter rule is not visible. It
is there though and can be made visible by resizing the dialog or clicking first
"More" and then "Fewer".

This happens on both Linux and Windows.

This regressed between build 2004021900 and build 2004022116 (tested with
Windows-builds).
