When I go to http://www.theinquirer.net/inquirer.rss
Firefox popup opening dialog, telling me that this file is Binary Executable
and the only action is Save to file.
The file inquirer.rss seems to be ok.

application/octet-stream is wrong. This is what is forcing a download/save
prompt in Firefox.
The fix is for whoever runs the server to change the MIME type is applies to
.rss files.
