Details
Developed a My Sidebar panel for a Japanese site using Composer. Kanji showed
successfully in Componser.
Cannot view Kanji in My Sidebar panel.

Blee- are you testing sidebar ? Do you have some test cases ?

I tried something like this and JA char's show up fine.
Here's what I did using 4.x Composer (to switch charset to UTF-8):
Added <RDF:li resource="urn:sidebar:xxxyyy" /> between
<RDF:li resource="urn:sidebar:nc-panel:stocks" /> and
<RDF:li resource="urn:sidebar:nc-panel:weather" />.
Then added the followings later in the RDF file:
<RDF:Description about='urn:sidebar:xxxyyy'>
<NC:title>xxxyyy Products</NC:title>
<NC:content>http://**the page URL**</NC:content>
</RDF:Description>
