Using and extended Midas demo (mine can be found at
http://www.moretonhallvets.co.uk/admin/nbSubmis.php) create a layer object with
top=0, left=0
  The layer is created, but the move widget is outside the IFRAME (which has
designMode="on") and is therefore inaccesible

Create a layer with top=20, left=20.
  The layer is created and now the move widget is visible. However, it is not
possible to move it to 0,0 since the move widget must always be visible. In
fact, continuing to try to get it as close to 0,0 as I could resulted in Mozilla
crashing.
  Maybe the move widget should be moved inside the layer (or any other moveable
object, position:absolute; object etc.)
