That section needs to be wrapped in a ifndef CROSS_COMPILE ifdef or you need to
check $(host_os) instead of $(OS_ARCH) which is the target os.	Fix that &&

bsmedberg, I've poked around a bit, but I'm not sure what values $host_os takes
and how to test for them... would it be ok to test for CYGWIN_WRAPPER instead?
