Given: a POP mail account with a downloaded message containing an attachment.
When the user opens the attachment:

- an entry in the download manager is made
- the download manager window pops up, hiding the others windows

1) This behaviour is not consistent to the fact, that the attachments has
already been downloaded
2) Having always (unnecessarily) pop up the download manager is a usability issue

Reproducible: Always
Steps to Reproduce:
1. Select a downloaded mail with attachments from a POP mail account
2. Open the attachment

(3.) (eventually; depends on attachment mime type and browser settings) the
"Open With" dialog box appears. -> make a selection
Actual Results:  
The Download Manager window pops up, hiding the MailNews window and messing up
the screen


Expected Results:  
No "download manager" window for already downloaded/local/non-remote files
