When Alt+f key is used to select the file menu inside bookmark-> manage
bookmarks, instead of selecting the file menu, it opens the new folder dialog
asking the user to create a new folder.

Reproducible: Always
Steps to Reproduce:
1.Start Mozilla’s Firefox browser window
2.select bookmarks from the toolbar and select Bookmarks manager
3.using the keyboard press Alt+f. 

Actual Results:  
The new folder dialog opens up

Expected Results:  
should open the file menu
please remember to search for exsiting bugs before filing new ones.
