New mail comes in, from people in other time zones, and shows up in random
places in my thread pane, not at the end where I'll see it. So I try
View->Sort->By Order Received, but nothing happens; the messages remain sorted
in the previous order.
Other sorts (at least the one I tried) seem to work.

That's a bug in itself. The thread pane is supposed to show time adjusted for
time zone, not the sender's local time. This is what 4.x does. Scott, you can
make that a separate bug if you want.

The mail sent from a different time zone shows adjusted time in the thread pane
while the header in the mail shows the time from the sender's time zone.
In addition, the mail comes in any the correct sort order whether it is sorted
by sender, subject or date.
This works across platforms.
