238032 - Set MOZILLA_OFFICIAL=1 and BUILD_OFFICIAL=1 on Win32 nightlies to generate a Build ID

The Firefox nightly builds which are found at:

ftp://ftp.mozilla.org/pub/mozilla.org/firefox/nightly/latest-trunk/firefox-i586-pc-msvc.zip
and
ftp://ftp.mozilla.org/pub/mozilla.org/firefox/nightly/latest-trunk/FirefoxSetup.exe

do not have Build IDs, because (I suppose) the following environment variables
are not set during compile time:

MOZILLA_OFFICIAL=1
BUILD_OFFICIAL=1

We should set them so that we generate Build IDs for nightly Firefox builds
(like we do for SeaMonkey nightly builds).

I don't know if we set these build environment varibles on MacOSX and Linux. But
if we don't, we should do it there too.
