this page looks horrible partly because all the frames have scrollbars.
also, notice that the content in the bottom two frames seems extremely wide.

Resolution: --- → DUPLICATE
The scrolling="no" attribute is on these frames.  This causes the extra
scrollbars.  This bug is already reported as bug 14827.  Thanks!
