Clear your cookies for a site, cnn.com for instance. 
Set your cookie privacy preferences to "ask before acception".

Now go to cnn.com.
Just as it starts to load, start dragging the "drag and drop" bookmark icon in
the Location Field. While you're doing this you will get a cookie acception
popup - and the browser will have frozen.

Reproducible: Always
Steps to Reproduce:
1. No cookies set for a site / "ask before acception" as cookie privacy setting
2. Go to site, before it has loaded start dragging a bookmark from the location
field
3. As the cookie popup occurs the browser freezes

Actual Results:  
Browser freeze

Expected Results:  
Processed my bookmark dragging, and then let me deal with the cookie acception popup
Hit the "Esc" key if it happens again.
