Though there's work in progress about it, I think that, in multilingual
installations with a default language set other than "en", at least email
notifications shuld use the associeted email templates in the default language,
instead of the english ones.

Reproducible: Always
Steps to Reproduce:
1. Set the default browser language to "es-es". It has the defaultlanguage set
to "es-es".
2. Visit the URL and do anything for an email notificacion be sent
3. Check that the email is not set in the default language (or GUI)

Actual Results:  
The message is still in english

Expected Results:  
Use the default language for the email
OS: Linux → All

Correct me if I'm wrong, but I don't believe the bugmail notifications are even
templatized yet.  They're still a param in editparams.cgi, and could be
edited/translated from there.

Password reset mails, on the other hand, are templatized already, and should
follow the default language...  do those work right?

If the password change mails work in the correct language, than I think the
bugmail will follow suit automatically when it gets templatized.
Without diving deep into code, at least I think that request/email.txt.tmpl
should be used, since it seems to match to the text received whenever a comment
is done.
request/email.txt.tmpl is used when you request or set or clear a flag, that's
not used for comments.
Since it seems that bug 84876 will land soon and allow email templates, that
covers the funcionality I was searching for. If this is true, you can close this
bug.
Bug 100089 seems to deal more closely with templates & emails.
Should this be marked as a dupe?
Per comment 4, this bug is splitted in several bugs mentioned in bug 84876.
There is no need to keep this one open.
