when replying to an email which already contains quoted text, extra lines are
inserted around the previous author's quotes.

I have format=flowed support enabled; this appears to occur whether the message
being replied to is format=flowed or not.

Reproducible: Always
Steps to Reproduce:
1. Reply to an email containing quoted text. For example:

<snip>
Rich,

> sorry about the delay getting back to you, I've been off work.

thanks, and don't worry about the delay - hope the new job's going
well...

> here's what we need to do
</snip>
Actual Results:  
The message compose window is opened, with additional blank lines quoted in the
reply:

<snip>

Expected Results:
