Ever the landing of bug 233339 on march 9th, toggling Camino's "Ask about each
cookie" preference has no effect, since the mozilla team deprecated the old pref
(network.cookie.warnAboutCookies true) and replaced it with a more general pref
(network.cookie.lifetomePolicy 1).

The good news is we inherited the pref migration from the mozilla core as well,
so we don't have to do pref migration, we just need to change the GUI.

The bad news is, anyone who's changed their prefs using a nightly from the 10th
or later has inconsistent settings. It would be a huge pain to make our own
secondary migration, so I suggest we just fix the GUI, and let people with
inconsitant settings stay inconsitant until they use the update pref panel
(which would report their real status).

Trivial patch coming very soon; we'll want to land it ASAP.
